Eng. Dr. Julius Butime is an internationally experienced Engineer with over 14 years experience in Engineering Education. His key competences include Spectrum Management, Computer Vision, Wireless communication, and Curriculum development. He has a broad range of experience in Engineering Training, Data Protection policy development, Renewable Energy business incubation and implementation of the SDGs in Engineering practice. He has consistently worked to develop partnerships
and build relationships across the public, private and NGO sectors in international Engineering practice and training.
Julius’s career began in San Sebastian, Spain, at the Centro de Estudios e Investigaciones Tecnicas de Guipuzcoa(CEIT) as a researcher in the field of Radio Frequency and later Computer Vision. This led him back to Makerere University, Kampala, his alma mater, where he joined the teaching faculty of the Department of Electrical and Computer Engineering. Here he rose to become Chair of the Department. Thereafter, he joined the African Advanced Level Telecommunications Institute (AFRALTI) as the Head of Engineering Training in Nairobi, Kenya. During his time at AFRALTI, he developed and facilitated numerous training programs for professionals in the Telecommunications sector from across Africa. Most notably working on implementing the Spectrum Management Training Program in collaboration with the International Telecommunications Union. He also served as Acting Deputy Director of the institute.
Julius later joined Strathmore University, in Nairobi, Kenya as the Head of Engineering programmes, where he was tasked with setting up the Engineering Department. As the School of Computing and Engineering was being launched, Julius became the pioneering Dean. In this role, he looks to establish linkages with industry partners and government so as to make sure the right fit of technical professionals are ready for the job market. He also is very actively engaged in building research teams both within the university and across the region with special emphasis on tackling climate change using technology solutions. Current research engagements are with the Royal Academy of Engineering under the Higher Education partnerships for Sub Saharan Africa, and with Open Modelling for Africa an EU grant as a consortium member.

A graduate of University of Navarra, in Pamplona, Spain and Makerere University, Kampala, Uganda, Julius continues to live and work in Nairobi, Kenya
